PAD CERTIFICATION – also known as Pad Cert, Building Pad Certification, Earthwork Observation Report or Compaction Report. A Pad Certification Report is created by a licensed professional engineer. A Pad Certification certifies that the building pad was constructed and compacted in accordance with the specifications of the Soils Report.
